What is the preferred means of feedback about twitterdata? Do you want us to post here on the forum, or contact the authors more directly, via email or the contact form on the about page?
Given that I'm writing this here, I'll post a few comments.
I suggest splitting the proposal into at least 2 parts. Everything talking about pulling semantic meaning from tweets would make a great work on its own. That covers the implicit and explicit subjects as well as semantics of retweets. There should be plenty of related works on getting meaning from human created texts already and this can compliment that in regards to tweets.
Aside from that there can be a second document covering the syntax of variables, values, and namespaces. This would reference and use the first document and related works on getting meaning from texts, but defines a more specific means that can be used in a more programatic manor. For example you can define $vote +1 and what it means based on the subject identified from the first document.
